DEFINITION

Perform research, analysis and writing to produce basic operating procedures and assist in the preparation of statements of policy.

DISTINGUISHING CHARACTERISTICS

Positions in this class perform procedural analysis, design and documentation duties of a journey-level with supervision provided on a project basis.

TYPICAL WORK

Review, analyze, and evaluate existing procedures; initiate revisions as required;

Develop new procedures using research and analytical techniques;

Assist in writing and editing statements of administrative policy;

May evaluate, design, and revise forms used in conjunction with basic operating procedures;

Ensure that policies and procedures have proper approval prior to publication;

Assist in the indexing and cataloging activities required to prepare master indices of policies, procedures and forms;

Perform related duties as required.

MINIMUM QUALIFICATIONS

A Bachelor’s Degree in business or public administration, industrial engineering, communications or closely allied field, AND one year of work experience in analyzing, designing, and writing basic operating procedures. Two years of additional qualifying experience may substitute for required education.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
