Payroll Title Business Systems Analyst
Typical Responsibilities

For a specific system or area of interest, work within cross-functional teams to understand, identify and document business needs, assess alternatives and options, and develop business cases and solution proposals that support decision making among process/project owners.Define stakeholders, objectives, scope, risks, and success criteria.Facilitate end-user working groups to develop shared understanding of needs, develop consensus related to priorities and requirements, and develop inclusive solutions that balance trade-offs and benefits among process partners. Document functional requirements, user interaction requirements, non-functional requirements, system capabilities, and specifications. Organize, prioritize, validate, and manage requirements.May also participate in developing infrastructure impact statements, feasibility studies, work breakdown structures, risk management plans, communications and change management plans, testing plans, decision logs, and providing user training.

Supervisory Responsibility

Direct supervision of staff is not required within this series.

Overtime Eligibility

FLSA overtime status is based on the position's duties and responsibilities, and whether or not the position's gross salary is less than the federal FLSA salary basis test or the Washington state salary basis test, whichever is higher. Professional Staff Exemption

Program Direction/Control: Managerial or professional level positions having substantial responsibility for directing or controlling program operations and who are accountable for the allocations of resources and program results.

If this position is focused on technical design of computing software and requires professional competence in computer systems and network programming above the journey-level, consider a payroll title under the Sr. Computer Specialist exemption.
